What is a "Contract ticket"

What is a "Contract ticket"

Looking at the manifest for the SS Baltic in 1914 I found a passenger with a "Contract ticket 218016". Does anyone know what this refers to?

A contract ticket is a document that contains terms and conditions that the recipient is bound by if they keep the ticket.

I think it might be a number that stands for the date: 21/08/2016

If the recipient retains a contract ticket, they are legally obliged to the terms and conditions stated in the document.
